
Effective April 7, 2008, a new law (PL 110-161) mandates the Director of the National Institutes of Health (NIH) to require all investigators funded by the NIH to submit an electronic version of their final, peer-reviewed research journal articles to PubMed Central (PMC) upon acceptance for publication. These must be available no later than 12 months after the official date.
Further, beginning May 25, 2008, anyone submitting an application, proposal or progress report to the NIH must include the PubMed Central (PMC) or NIH Manuscript Submission reference number when citing articles that arise from their NIH funded research.
As a cooperative effort with the Office of Research Administration, staff of the Health Sciences Library will assist faculty or researchers submit their manuscripts to the PubMed Central archives.
Authors are strongly encouraged to review author-publisher agreements that are affected by this new law and copyright. NIH has suggested the following language for insertion into publishing agreements to retain the limited rights necessary for PubMed Central deposit:
The journal acknowledges that author retains the right to provide a copy of the final manuscript to the NIH upon acceptance for journal publication, for public archiving in PubMed Central as soon as possible but no later than 12 months after publication by the journal.
